This issue has been resolved
The issue preventing Building Block upgrades when adding User Permission inputs to new versions was fixed in February 2024
 and has been available in production since then.
What was fixed
Building Block upgrades now correctly handle new User Permission inputs added to newer BBD versions. The upgrade logic was refactored to properly determine and transfer all related inputs during the upgrade process.
